Enforcing bicycle safety laws?

I recently saw a police car stopped on a street in Ramat Beit Shemesh.
The officer was standing with a kid on a bicycle, and writing down something.
The child was not wearing a helmet...

I heard a while ago that they had passed a law that allows police to fine the parents of a child who is riding a bike without a helmet.
Can anyone confirm this?
Does my sighting mean that they are now enforcing this law?

If so - kol hakavod to them!

When i grew up, my father used to scare the wits out of us to make sure we always wore helmets. It was one of his most important rules, we got into big trouble if we werent wearing them.

I have been in israel almost 6 years now, and i still get upset when i see a kid without a helmet. Its simply stupidity, now matter how "dorky" it may look.

I'd like to know when the cops will start giving tickets to the guys that drive the 'tractoronim' all night, with/without helmets, licences, concern for safety or the feelings of the neighbors!
